Please note that art.1, paragraph 4, letter d) of the DPCM of 7 September 2020, amending the text of the previous DPCM of 7 August 2020, provides a derogation for entry into Italy, justified by reasons that cannot be deferred, including participation in international trade fairs.
The exemption allows the free entry into Italy of foreign buyers and exhibitors upon presentation, to the carrier at the time of boarding and to whoever is delegated to carry out the controls, of a certificate showing that the person, in the 72 hours prior to entering the national territory, has undergone a molecular or antigenic test, carried out by means of a swab, the result of which was negative.
The rule also requires the prior authorization of the Ministry of Health. To this end, Fair Organizations and organizers of international trade fair events scheduled in Italy may contact the General Directorate for the Promotion of the Sistema Paese- Office XIV; e-mail: firstname.lastname@example.org) or the Ministry of Health (General Directorate of Health Prevention; e-mail: email@example.com or firstname.lastname@example.org , requesting authorization to allow the entry into the national territory of foreign exhibitors and buyers expected at a specific exhibition event, taking care to enclose the complete list of them and excluding from the list the names of guests from the countries listed in List F of Annex 20 of the DPCM of 7 August 2020. Even the possible transit from one of the above mentioned countries in the last 14 days, to be self-certified by the interested parties, is a reason of prohibition to enter Italy.
The General Direction of Health Prevention, having examined the request, sends through the Farnesina (DGSP-XIV) or directly to the organizers the authorization note, containing the protocol with the instructions that the guests and the organizers must follow together with a form to be filled in.
For the purpose of issuing business visas on an extraordinary basis, the organizers must then contact the consular office responsible for the territory, sending it the list of approved names, the authorization note, the protocol and the compiled form. They must then follow the operational instructions sent to them when applying for a business visa at the offices of VFS Global.
Operators arriving from abroad must bring the protocol and form with them when they enter the country, together with proof of the negative outcome of the antigenic or molecular test carried out in the previous 72 hours.
